Tagboards, anyone?

I'm seriously looking for tagboards.. but the thing is, I don't know how to use them! Any kind souls who can help me? Please contact me asap.. Save the damsel in distress..

And I don't know how to decorate my blog. It's tiring. It's even more tiring when I can't upload my personal details onto my blog to customise it. -_-"
